1. The Position of This Document in the Party Structure
This document is the official policy of the Progressive Iranians Party regarding gender equality and equal participation, formulated based on the principles set forth in the White Paper, particularly the commitment to human rights, equality, anti-authoritarianism, decentralization of power, and society-oriented politics.
This document outlines the intra-party implementation framework and the general direction of the party, and serves as a complement (supplementary document) to the White Paper. In full compliance with the White Paper, the basis of this document is to ensure the reality that the Progressive Iranians Party is intended to be an institutional tool for democratic participation and intervention, and must not become a locus for the concentration of power or the reproduction of hidden male hierarchies.
2. Why Is This Document Necessary for the Party?
In the White Paper, the Progressive Iranians Party commits itself to the following:
- Rights-centrism
- Rejection of any form of discrimination
- Decentralization of power
- Institutional translation of the slogan "Woman, Life, Freedom"
If this commitment is not implemented in the internal structure of the party, its external credibility will also be undermined.
Therefore, the Strategic Document on Gender Equality and Equal Participation pursues the following three objectives:
- Preventing the reproduction of patriarchal and centralized patterns within the party
- Ensuring real, non-symbolic participation of women and gender minorities
- Turning gender equality into an institutional rule rather than merely a moral slogan
3. Fundamental Principles
3.1 The Principle of Equality
No party member shall be deprived of or restricted in accessing party positions due to gender, gender identity, sexual orientation, or family status.
3.2 The Principle of Decentralization
The concentration of power at any level, whether political or gender-based, conflicts with the logic of the White Paper. The party structure must be designed in such a way that informal male monopolies do not form at decision-making levels.
3.3 Institutional Translation of the Slogan "Woman, Life, Freedom"
The movement "Woman, Life, Freedom" is considered in the White Paper as a movement demanding dignity and agency. Therefore, this document ensures that this demand and agency are not merely at the level of symbols and slogans, but are actualized in the structure and procedures of the party.
3.4 Anti-Authoritarianism
Any justification for suspending women's rights or the minimums of gender equality under the pretext of "transition conditions, war, or the party's novelty" is rejected. The White Paper explicitly draws a red line against the suspension of democratic principles under the pretext of emergency.
4. Mandatory Minimum Standards in the Party Structure
Given that the party is in the formation stage, these standards are considered "operational minimums":
4.1 Composition of Central Organs
In the Coordinating Council, Supervisory Council, main institutions, and working groups:
- At least 40% of the seats must be allocated to women and other non-male gender identities, and no single group should hold more than 60% of the seats.
- The basis for gender identification is the self-definition of members. No member is obliged to publicly disclose their gender identity.
4.2 Future Electoral Lists
In the event of participation in free elections:
- Lists must be organized based on the alternation (zipper) principle (at least one woman must be present in the top three positions of any future list).
- In competitive constituencies, no gender shall constitute more than 50 percent of the main candidates.
4.3 Committee for Equality and Gender Justice
An independent intra-party institution with defined authorities shall be established to:
- Monitor the implementation of this document
- Publish an annual report
- Investigate violations
- Propose amendments to regulations to the General Assembly
5. Safe Political Environment Within the Party
The party guarantees safe access to the grievance mechanism for all members, without fear of retaliation, and is committed to establishing a mechanism compliant with the principles of fair trial, the presumption of innocence, mutual confidentiality, and the prohibition of political abuse for handling cases of harassment or violations.
No accusation holds public validity before undergoing the official review process. The instrumental use of complaints for political elimination is considered a disciplinary violation. The party opposes any media pressure, emotional campaigns, or attempts to issue judgments prior to an official review. No individual shall be removed from their responsibility solely on the basis of public accusations or media atmosphere, except through a formal decision by the reviewing body, thereby ensuring the reconstruction of political trust while preserving individual dignity and procedural justice.
In line with the commitment to an environment free from harassment and gender-based violence:
- Review is limited exclusively to defined behaviors explicitly stated in the regulations,
- Merely filing a complaint does not mean proof of a violation, and the principle of innocence applies,
- The review process is confidential, documented, and based on the parties' full right to defense,
- Public dissemination of an accusation prior to the issuance of a final verdict is considered a serious organizational violation.
- Filing a complaint with malicious intent or with the aim of political elimination is itself a serious disciplinary violation.
This mechanism simultaneously prevents cancel culture, personal score-settling, and emotional intra-party pressure.
6. Real Participation, Not Symbolic Representation
Equality does not mean mere numerical presence. Therefore, the party is committed to:
- Women having active participation in chairing meetings, speaking, media representation, and coalition negotiations.
- Financial and educational resources being allocated equally.
- Political training programs being designed with a focus on empowering women.
Important: The Equality Committee is mandated to define quantitative indicators of real participation, measure them annually, and publish them in its report.
7. Public Policy of the Party in the Field of Gender Equality (National Level)
This document is not merely internal. At the national level, the party is also committed to the following:
- Reforming discriminatory laws in the areas of family, inheritance, divorce, the right to abortion, employment, and citizenship
- Care economy
- Equal representation in government appointments and public institutions
- Guaranteeing equal pay
- Criminalizing domestic and gender-based violence
- Guaranteeing equal participation in elected institutions
- Supportive policies for work-life balance
8. Implementation Timeline
First Three Months:
- Revision, completion, and formal approval of the document
- Establishment of the party's Gender Equality Committee
- Revision of interim regulations
First Six Months:
- Implementation of the 40% minimum in organs
- Designing the mechanism for handling violations
- Commencement of the cadre training program
First Year:
- Publication of the first public gender transparency report
- Evaluation of the party's structural performance, transparent critique, and public reporting on this evaluation
9. Enforcement Guarantees
- Any decision contrary to the gender quota is null and void.
- Failure to comply with this document is considered an organizational violation.
- The annual report must be published publicly.
10. Legal Status of the Document
This document:
- Is interpreted under the White Paper.
- Lacks validity if in conflict with the principles of the White Paper (the White Paper is the ultimate interpretive standard of the party).
- Will be subject to amendment and voting after the formation of the General Assembly.
Conclusion
If the Progressive Iranians Party wishes to present a democratic and justice-seeking alternative, it must begin from within.
Gender equality in this document is not a side program, but rather an indicator of the party's institutional maturity and political integrity.
This document will serve as the criterion for evaluating the party's institutional adherence to the principle of gender equality.
