In fact, a "committee" is a temporary institution that forms around a specific goal and, after a period of activity, naturally must dissolve; this dissolution either occurs when its goal has been entirely fulfilled or when, conversely, it has fallen short of its defined goal and requires revision. In any case, a committee will have the perspective of dissolution or transformation into a newer vessel. The ultimate goal of the Workers' Organizing Action Committee is also to organize clandestine socialist cells around a specific action program. Of course, this does not mean that initial contacts or all members of the committee will initially be revolutionary socialists; rather, our perspective is the organization of these organized activists around an action program, in the form of clandestine revolutionary socialist cells. With the realization of this objective, namely the creation and organization of cells as the foundations of the revolutionary vanguard party, the grounds for the committee's dissolution will be provided, and it will transition into a party form. A party that, upon the judgment of the organized socialist vanguard within the committee itself, having its hand on the pulse of the situation and with a concrete analysis of concrete conditions, will be founded and declare its existence. A revolutionary party with prominent, experienced, vanguard, and tempered cadres forged from years of activity, possessing a strong yet democratic centralization, defending the right of tendencies, equipped with the program for capturing the political power of the working class, which from then on can pursue previous activities at a qualitatively higher level. Without the existence of such a party, sooner or later all the achievements of the workers will be shattered by the bourgeoisie. Although such a party represents the interests of the entire working class, at least until the conditions of a revolutionary upswing, it will consist solely of workers' vanguards and revolutionary socialists, and for this reason, it is called the vanguard party.
